I really need help

Please someone help me with my dog..

So last year my friend contacted me about a very young pup who needed rehoming, when I met this tiny little pup I fell hopelessly in love with her. I brought her home and my other very well behaved dog got on very well with her so I decided to keep her.

I started training her after two weeks I wanted her to settle in before I started.. all was going well she can sit, give paw and stay.. a year on she's taking steps back. I walk her twice a day, we play she has plenty of toys to keep her busy. The problem is whenever I take her out she screams like she's being murdered. I live in a flat and everyone is complaining about this noise that comes out her mouth. I've tried distracting her with food or turning around and walking back in until she calms down but it's only making her scream louder. She also gets over excited and bits ( she bit my friends nose and cut him) she bites hands and lunges at faces when she's over excited. I'm at my wits end. I love my dogs with all my heart but lately I'm so stressed out with her she's brought me to tears. Please can someone suggest what I'm doing wrong? She's a jack russel mix Dalmatian
