From my own experience of being on the receiving end, if you don't know where the owner lives (assuming there is an owner), the authorities can't follow it up. All you can do is report it so it's logged which might help to build up a picture of attacks by a dog in a particular area.
 
The dog that attacked Dudley was out on the street again this morning, minus collar and lead with the owners trying to catch him.
There was absolutely no follow up from Dog warden last time I reported it.
I have emailed about it again but don't expect any better outcome.
 
Contact the dog warden and explain the dog is a threat and you don't like the dog not being on a lead. Its horrific when another dog attacks your own. :(
