You might want to learn from our experience. We were looking for a puppy from health tested parents. We replied to a breeder Florie Bell Pups - a licensed breeder who claims her breeding dogs are health tested. When we visited, instead of showing us the documentation, she said 'call the vet'. The catch was, to reserve the puppy we had to pay a non refundable deposit immediately. When I added a clause to the deposit agreement to say subject to confirmation of parents' health, the breeder immediately broke off contact and sold the puppy to someone else. When I got through to the vet she said that privacy stopped her from divulging information about dogs. The breeder must have known this. So her strategy appears to be to get people to pay deposits and avoid anyone - like us - who actually checks the information.
Why would a breeder do this unless they have something to hide. We were very surprised and now assume that anyone who advertises on a website is in it for the money, and require hard evidence before believing anything they say. I hope you will too.

Well...Florie Bell Pups claim to have great reputation with both the council and & RSPCA. You could contact council to inform them about them as I should imagine this breeder is registered one as well as to RSPCA and see what they have to say. And as they also claim to comply with all the breeding regulations and standard of practice, it should be in a interest for both of them.
You could also find out what is the star rating for this breeder with local authority,

I am actually suprised that a licensed breeder. ..breeds cross bred pups ......
Sorry about your experience better to know ...now than have a whole lot of heart ache ...

I've heard some pretty poor reports of Florie Bell. They breed some really weird crosses, it is a commercial puppy farm.

And being registered with the council means they breed a certain number of litters a year.

Health checks by a vet just means the animal is healthy at that time when the vet saw them, it doesn’t substitute DNA testing and health schemes that looks into wether these dogs are likely to produce pups with certain health conditions or be affected by them themselves.
DNA screening schemes and results
I would check out any dam and sires health test results on mykc before considering visiting a litter, even crossbreeds, both parents should still be tested.
