Car seat for small breed puppy

Hi all, looking for a recommendation for a car seat for a small puppy (around 3kg).
Puppy hates enclosed carrier and big harness so I was thinking about getting an open top car seat/basket that clips in to the seat
 
Would that keep him/her secure?

Be careful when buying anything described as crash tested. A lot if crash tested equipment is tested to make sure the dog doesn't become a missile in the car in a collision, so it protects the passengers but not necessarily the dog.

I believe Kurgo harnesses are crash tested for dog safety, I don't know if they make carriers though.

Just had a look and it seems Kurgo does make booster seats, thanks!
