We aren’t vets, we don’t have x-ray vision, & even if we were vets & DID have x-ray vision, LOL, we have not seen this dog... in the flesh, or virtually, nor have we seen the x-rays.

A mature M dog who is neutered will often have excess skin left, on the empty scrotum, if the vet does not remove a small crescent from either side. :shrug:
Many vets never think of it, & functionally, it makes no difference - it’s purely cosmetic. :)

I will also add that, until any dog of whatever age is reliably housetrained, they shouldn't be given bedding, as it only provides a soft absorbent surface to pee into. :(
