It looks like there are two issues here; pulling on the lead, and being magnetised to other dogs. I think it would help if you approached them as two separate things - related, but individual issues.

I'm sure I've read that after a number of annual boosters, they are as immune as they are ever going to be. It's only my opinion but if it isn't necessary for insurance, boarding, or anything else, I'd not bother.
It means when a dog has something, and aggressively protects it against being taken away - commonly food, but it could be even a particular part of the floor, and woe betide anyone who comes close to it. That's probably extreme but not unknown. It's great that your dogs don't seem to have it...
I realise it isn't every dog, but there seems to have been an upsurge in posts about resource guarding in spaniels over the last few years - I suspect poor breeding during COVID hasn't helped. Spaniels can be nice little dogs but do check the parents' temperaments if hats the breed you decide on.

Is the smell coming from her skin, ears, mouth or her bottom? If it's her skin, does she have skin folds (like a pug or bulldog)?
Can you describe the smell? What did the vet think when you saw them?

Does he have things he can tear up? Just hide dry food in a box of old torn up paper. Some people (ahem, Mr F) still buy newspapers. I bet you could get piles from neighbours if you ask around.

Keep focusing on the good, you have achieved a lot already. It sounds like he is always going to be a dog that challenges you but I don't mean that to be a bad thing - it will be a bit like having a super-intelligent child that gets frustrated being in the same age group in school.
