Oh dear; this sounds awful (and just too familiar; it happens everywhere).
How about phoning your local Dog Warden and discussing it, and asking them to go round and speak with the owner? That might help?
It is awful when we're so concerned but nothing seems to get done.

I tolerate gulls but get a bit fed up of them, specially at this time of year...
We have some herring gulls nesting on our roof; they've never caused a problem to us by dive-bombing (however the racket they make up there is something else! and every time we have heavy rain I dread leaks coming...
