the council are obligated to do something the problem is the time it takes them to react call a pest control contractor(NPTA reg) shouldnt cost more than about £45

for lead training obviously you need to start with the collar and I always start with a light weight velvet cats collar, after wearing this for a couple of days i then introduce the lead as a toy as something to play with followed closely by attaching it to the collar and letting the pup pull it...
