I read up on this a while ago as my two get bald patches on their necks and I've tried all sorts of collars. Apparently some dogs (not just whippets) are prone to fragile hair which breaks really easily so it looks short and baldy. I suspect if your whippet is a bit of a puller on the lead like...

My dogs were out of a black sire and fawn bitch. The litter consisted of one black/ white (my Roscoe) a white/ black bitch, two blue and white partis (one being my Grover) and four brindle/ white partis!
