I just wanted to add my agreement with the others. Sadly, her condition is only going to get worse, better to let her go before she deteriorates further.
Is the problem with grains more about gluten though? As I understand it, when dogs evolved from the common ancestor they had with wolves, dogs developed the enzyme that allows them to digest gluten; albeit not necessarily well - so a lot of dogs still struggle with it. Wolves didn't.

I'd agree that the moment he barks in the garden, you bring him in. It won't take long for him to realise that barking = end of garden time, provided you do it immediately and consistently; every time.
In the house, I'd block access to windows, or you can buy opaque film to cover the windows...

I was a little south of Valencia last year when the flooding happened, but we had to drive back through the area a few weeks later. It must have been utterly terrifying, I really felt for those poor souls caught in it, or affected by it.

Dog snatching from dogs on a walk is quite unusual. Not to say it never happens, but unless your dogs are valuable or you are walking in some very dodgy places, it's not something to let stop you walking them.
Having your dogs neutered can help too, as they are of no use...
Sometimes dogs fight because they feel intimidated, so it's based in fear. The theory of not neutering is to leave him with as much of his 'brave' testosterone hormone as possible. And neutering the younger one may help get rid of some of his bolshy braveness, if that could be a trigger.
