He is wobbly on his legs and shivers and is on edge and wont eat, or is reluctant to eat. I wouldnt hesitate to get him to the Vets at his age, or any age. He really doesnt sound very well at all.
While you make an urgent appoint perhaps try some lovely warm chicken meat?

He sounds unwell.
If he is not losing weight despite halving his diet and doubling his exercise. You may want to consider getting a second opinion from a different Vet.
Its good you can let a beagle off the lead, but he needs a good hour and halfs exercise every day at least. But he just does...
