I would say go for the XXL, like you said Rotties are stocky and you dont want them to feel uncomfortable in it. How old is your friends Rottie? Is he still growing or fully sized now?

We are very lucky that we are allowed dogs in the office at work, I can only speak of the benefits that it has around the office. Everyone is happier and more productive and the dogs get the loving that they need day to day.
