I have two terrier crosses, both the same age. They are 5 years old.

They are both fully house trained, and ask to go out if they need to go. The problem isn't really urination in the house, it's more an issue of problematic urination when we're out.

One of my dogs has taken to try andpee on people's property or actually on people.

Last week he went to cock his leg on a woman's bag whom I was talking to in the park (I managed to stop him just in time thankfully), he also urinated on my husband's foot when they were sat in the park. Today when my husband took him out he urinated on a woman's coat, needless to say she was really unhappy about it.

I'm at a loss to think what's happened to cause it, my other dog isn't doing it, nothing's changed in our situation or routine, and he doesn't seem unwell.

Does anyone have any idea what could have triggered this, and other than keeping him on a tighter leash (which I don't really want to do, as I like him to have a run in the park) what can I do to prevent this kind of behaviour in the future.

Is he entire? Is it scent marking? Please keep him on a long line (or short one) for control.
 
It sounds like he is scent marking. Entire dogs will do this to tell bitches and other dogs of their presence. Is he trying to establish top dog status over your other dog, or dogs in the area, by claiming things and people as "his". This is not to be confused with the old "dominance" theory. He may just be anxious about something. Peeing can be a way of relieving anxiety.

Has something in his life changed recently? Has he had a fright of some sort?

Short term it is best to control him so that he cannot do it while you try to work out what is causing it. Praise and reward him for peeing in the correct places and prevent him from doing it in the wrong places.

He's not entire, was castrated over 3 years ago.

Can't think of anything that's changed. Will keep him on lead for the time being until I figure out if anything's going on.
 
Neutered dogs will still scent mark, just for different reasons, like anxiety.
