aggressive reactive dog towards other dogs on walks

My 3 year old male shih tzu has had this issue for quite a while. He barks at every dog he sees on a walk quite aggressively (he has started doing something new recently which is not barking at the dog directly but turning his head around barking at the lead and then trying to bite the lead off). We have tried every type of training even got a dog trainer to help last year and while the advice such a distracting him when he sees a dog or showing him a toy and playing with him when he sees a dog or using high value treats works for a short time but eventually he works out what it’s for a doesn’t pay attention to anything and just wants to bark no matter how high value the treat is! Any advice and tips would be appreciated, he is definitely not as bad as he use to be but there is still some improvement to do! I think what makes it seem worse is his barking is quite loud and high pitched since he is a small dog. If he gets close to a dog on a walk he will try to attack so we always keep our distance. The only dogs he doesn’t do this to is our neighbours dog a irish wolfhound who he has known since he was a puppy and has play dates with and 1-2 times a week he goes to a doggy daycare where there are about 20 or more dogs there at a time and he’s totally fine he really enjoys it plays with the dogs there and even has a best friend there, they are inseparable apparently. He has been going there for about 2 years now.
Is there anything new we could try? I’m open to lots of suggestions. He’s in good health by the way so it isn’t anything to do with a medical condition :)

Note that BAT1 has been superseded by BAT2. It's well worth comparing the two, while understanding that nothing is 100% and that it is perfectly permissable to adapt and refine to suit the specific occasion.
