Hi everyone Floyd is our 14 month boy , we are having trouble with him on his walk, he rears up will lunge bark and growl at any dog he sees. I need to take control of the situation, I hold his collar tell him no but he does not listen he is far too excited eyeballing the other dog. I don't feel this is aggression but just a need to dominate the dog which he tries when he is at home with our other dog.

It's not a need to dominate the other dog, but based on insecurity - the 'dominance' myth has been clearly debunked now. Rather than addressing the behaviour, by saying 'no', you need to address the underlying emotion so he doesn't feel the need to do this in the first place - saying 'no' will only add to his anxiety. The first step is to keep him far enough away from other dogs so he doesn't feel the need to kick off. There's a post with much more details on reactivity here: Dog Reactivity

I had a gsd doing this to me, luckily there was a border collie training session going on down our local field so I thought perfect, first off started walking past them at a 300 yard distance and every lap round I just shortened the distance and finally walked past then to a distance of 20 feet,, job done,
