why all dogs attack my friend's 9 month old Staffy?

He loves all dogs but dogs and bitches always try to bite him for no reason. Even when he is on his lead they come running over just to have a go!

Could it be that he hasn't been castrated?
 
Castration might make him seem less threatening to other unscastrated males if he approached them but I doubt if being entire is the cause of other dogs running over to have a go at him.

Is he happy meeting other dogs? I just wonder if he's giving off some sort of aggressive/defensive body language which makes him seem threatening - possibly because he's frightened if he's had other dogs attack him. Maybe something like a training class where he could mix safely with other dogs regularly might make him more relaxed so he's not giving off the wrong signals?

It's also possible his owner is making things worse - if he/she is worried about other dogs approaching him perhaps they are tightening up the lead which is pulling him upright - in doggy terms that stops him giving calming/submissive signs and other dogs can see a very upright stance as a challenge.

I'd suggest try to arrange lots of socialisation with friendly dogs to help dog and owner relax and give off the right signals.
