Help needed with recall.

I have brought up and trained 7 puppies in my life but never had one like this. Katie is a brown Labradoodle and she is a year old and she is a delight. She is very excitable and can be stubborn. The basic training is fine, sit, stay etc. My problem is recall as she is a hunter and all she wants to do is put pheasant up and chase rabbits. I am training her to the whistle and have spent weeks with her on ' cold' ground on a long line getting her to come back to me. I built up distraction but I am now back to square one. I don't want to squash her instinct or have a dog on a lead for the rest of time but I am at my wits end as I feel I have no control. She does come back.....eventually but that is on her terms , not mine, I have been to endless classes and one to one sessions but no one seems to understand how difficult she is. Would gun dog training help? It doesn't help that my other dog is a dream dog, obedient, watches me, listens etc. Please can someone help me? I am dog obsessed and try to help others with their dog problems but this little terror has me beaten.
 
I would keep her on a horse lead rein until she learns she has to come back.....

I took my last puppy to 'naughty puppy' one on one session at my local trainers, it cost about £90 and helped us so much despite having trained 4/5 dogs previously.

Trouble with the poodle aspect is that they are so clever and manipulative - i have a poodle cross and she is by far the cleverest dog ive ever had...
