Huge failure by ACC & law enforcement: dogs who previously mauled, DO IT AGAIN

Man says dogs that critically wounded Oklahoma City woman attacked him in the past

A plumber who answered a service call had to drive himself 16-blocks to the hospital, with arteries severed in his arm - he never even made it to the house; the dog attacked him in the fenced yard of the customer's home.
LOCAL AUTHORITIES did not pick-up the dogs, nor charge the owner?!?!?! -
& the plumber nearly lost his arm. :eek:

Now, a woman has had her arm amputated - attacked by not 1, but 4 dogs, all owned by the same owner, at that same home. // Were i the woman, I'd sue local law enforcement, the ACC, & the owner. This is stunning incompetence.
No excuses.

News-video, above, includes photos of the FENCED YARD where the dogs lived, with plywood dog-houses, etc; "a plumber" left the gate ajar, all 4 dogs escaped, & all H*** broke loose. :(

1 dog is already dead, shot by a F officer who arrived earlier; 2 dogs are shot by the CPO wearing the camera, but the footage is pixelated / not graphic.

the woman lost her Rt-arm above the elbow, & has severe injuries to her left leg - Drs are struggling to save it, the damage is extensive, with crush injuries, circulation loss, infection, muscle & nerve damage.

She could still die of her injuries, or of complications - septicemia, cellulitis, organ damage, stroke, or other.

There is no info on the neighbor, bitten as he tried to beat the dogs away with a bat, & i believe one CPO was also bitten.

Dogs who bite to cause significant damage are actually pretty rare - considering some of the things my own former clients, their children, their relatives, friends & neighbors, have done to dogs, or the bad handling & restraint by many vet-techs & other pros, as a trainer, I'm surprised there aren't more serious bites.

I do not take any bite lightly - even an air-snap is a clear warning that this dog is reaching a limit of tolerance, & something needs to change, immediately AND for the future, to prevent reoccurrence.
But any bite that needs medical-attn is in a separate class, & both the dog and the owner need to be assessed, with the intention of determining Why, How, Whom, & What happened, so it never happens again.

Neighbors & passersby can save much future grief by reporting mistreatment, neglect, threatening behavior by dogs, repeated escapes, untrained or uncontrolled dogs, & so on; residents of the entire apt-complex where Diane Whipple died, are all collectively IMO responsible for her death - those 2 dogs repeatedly threatened & bit ppl, & NO ONE called the authorities to report it.

ERROR:
there is a mistake in the breed of dog - the 2 dogs were Presa Canario x BullMastiff mixes, not simply "Presas", as in the wiki.

California has an excellent Dangerous-Dog Law, & Diane's death was - IMO - entirely preventable; if every person those dogs lunged at, snarled at, snapped at, had REPORTED the incident, over the previous two years, the San Francisco ACC would have intervened early-on.
Those dogs gave numerous warnings of their dangerous nature, & the breeder who whelped them specifically wanted to euthanize the M dog, saying frankly that he was dangerous - the owner, a long-term felon serving a prison sentence, & his lawyers, who bizarrely adopted him [who adopts an adult felon?... ], refused to let her kill him.
The owner was trying to "found a new breed" that he could sell to other criminals on the outside, as anti-cop guard dogs; Bane & Hera, M & F, were from his 1st litter, & were his 'foundation stock'.
So the pups went to the custody of the lawyers, his adoptive 'parents', who were dog-novices & thought it was funny when the dogs lunged at passersby, & laughed at their fears. Tragedy ensued.

When U see a dog who's out of control, TELL someone in authority. Please don't be polite, & keep silent.
