When you say 'proven', do you mean as a worker? At 15 months has he done a lot, or do you mean 'proven' as in capable of siring pups? Is he health tested etc?

a bit young yet to prove is worth as a stud dog not saying he wouldnt do the jobbut whats he done in 15mths
 
How can he have puppies being sought after if he's offered free at stud? Is he shown, worked or started racing?

Not a good idea IMO, unless he is really well known people are not going to want to use him at stud.
