A TRAINEE solicitor has become the first dog owner in East Lancashire to be prosecuted for allowing his pet to roam without an identity tag or collar.

Mujtaba Ilyas, 26, was taken to court after his Japanese Akita was twice caught wandering the streets of Brierfield.

Now other dog owners are being warned they will also be prosecuted if their animals are found without a tag as part of a major clampdown.

And Pendle MP Andrew Stephenson has welcomed the tough action saying it sends a clear message to irresponsible owners.

Reedley Magistrates heard that because Ilyas’s dog had been microchipped, council dog wardens were able to trace ownership back to his Berry Street home.

He was found guilty of two offences of permitting his dog to be in a public place and given a 12-month conditional discharge, with £200 costs and a £30 victim surcharge, after he told the court he had taken steps to ensure it did not happen again.

A collar and tag can be easily removed even if the RSPCA insist they leave with one. Tattoo or chip is the only permanent ID.
 
Always a good reminder...

I do agree about a collar being easily removed - microchips are a fabulous invention!!
 
Microchips are great if people carry a scanner with which to scan them or a prepared to take to a vets. RSPCA and the law insist that a method is used which gives the ability for immediate return to the owner. This means collar and tag and enough info to return your dog not just a telephone number!
 
UK law states that any dog in a public place not actively engaged in a working, military or rescue services role, must wear a collar and id tag containing the owners name and address. The law carries a maximum penalty of a £5000 fine.

This is a real pet hate of mine because it seems to be one of those laws that people choose to ignore, like seat belts in cars or littering. The law should not be optional and so if they do start to prosecute people with it, perhaps they might get the message.

Even if there was no such law my dog would never leave the house without id. Yes he is chipped but if he were to be found by a member of the public his id tag would allow them to contact me directly straight away, without having to locate and hand him over to someone with a scanner.

To me its a no-brainer, if your dog does get lost then you are going to want them home and safe as quickly as possible and an id tag is the best way of doing that.
