Neighbours Dog Chained Up - What Shall I do?

my next door nabours driving me mad. the have a nice encloesd back garden that tere dog can go in and out of with a dog flap. but for some reson on sundays they insist on chaining there yorkie up in the front on the driveway allone its an open drive no fencing the dog barks evertime anyone comes nere and local kids tease him he has no food or water or shelter unless there traile is parked there and he can ger under that they even go off for the afternoon working and leave him there alone. he will bit peoepl so if he gets in trouble you cannot got and help him without geting bit. and it be honist his contius barking is anying in the back garden but at the front its driving me up the wall. if you say anything to the nabours there answer is hes supposed to bark hes a dog thast what they do and if you coment on the chaine itsallways the same he likes it out here hes ok and the lafe at me

what should i do. when it his 3 30 all the school kids will be out teasing him again it drives me mad. I can hoistyly say hes the one dog I realy dont like but still hate seaing him tied up like this
 
call the authorities its simply disgusting to tie your dog up full stop imo :rant: that poor dog must be going through hell being tormented like that :rant:

im not surprised he will bite either so would i if i was treated like that it makes me so mad people treating dogs like that :rant: if i were you i would call the rspca (not that they will do much) or your local dog warden keep us updated poor little mite :unsure:
 
A dog must have access to water and shelter as well as being regularly fed. You could possibly report them to the rspca if they are not fulfilling these needs.

You could also complain to the council about the barking being a problem. Point out to them that you have tried to discuss this with the owner but to no avail.
 
I'd definitely call the RSPCA because they aren't providing for his basic needs as Evie said - food , water, shelter must be available at all times. I'd also call the council and the dog warden to complain about the noise and the fact that he could be in danger - open driveway, no gates, there's no telling what might happen. :rant:

Poor thing must be going out of his mind being tormented by kids all the time.
