Under the UK EU Trade Deal announced today, pet owners will be able to get Pet Passports in the UK again, eliminating the need for an Animal Health Certificate for each trip.

I haven't found any details about timescales yet.

I didn't realise they had stopped doing it . Was it the local vets who did the health cert ?

It was great when they stopped the 6 months quarantine.

Only certain qualified vets could (can) do it. But there are a few businesses that started doing only AHCs and nothing else. They have the owner complete all the details online, then they verify the information with the owner's vet. They might come to your house, or meet you somewhere convenient like a supermarket car park, which sounds a bit dodgy but is actually perfectly legitimate. They scan the dog to make sure the information does in fact apply to that dog, and hand over the AHC. They are actually better than a lot of regular vets, because that's pretty much all they do so they are very good at it. I've had two AHCs before I got Timber a passport, both of them had errors.
