What is it that they don't like, do you know? Are they touch sensitive, would they just rather be doing something else, is there anything else you can think of?
It would also be helpful to know whether they are smooth coated, rough coated or broken coated; and what grooming tools you are using.

My cat used to hate being groomes, but he loved a Zoom-Groom type brush (easily found by searching online). This might be a way to get the dogs used to and enjoy being groomed, and might even be sufficient if they are short haired.
