Scottie x westie aggressive towards strange dogs.

Hi!I have three dogs Scottie x Westie 3 yrs. Scottie 7yrs. Jack Russell x 12 yrs.All lovely sweet little characters, both Scotties very protective, better than any Guard Dogs. My problem is with my Scottie x Westie. From being a pup he has always been quite challenging in his behaviour,he seemed to want to stamp his authority on both my other dogs from the word go, never seemed to rest on the go all the time. Let him into the garden he would try to dig his way out under the fence.He would bring me to tears there was no peace from him.Luckily those problems seemed to have sorted themselves out, but taking him a walk on the lead is a Nightmare.He goes for every dog he sees, pulling and leaping about on the end of the lead chattering his teeth and in his excitement actually bites my other dogs.Take him a walk in the woods where he can be let of the lead he is better , he will run towards other dogs barking but then run back to me. I tried a Halti which stopped him pulling and leaping at the end of the lead , but he soon learned that pulling backwards would pull the Halti off and now we are back to square one. He is actually quite a nervous little dog for all his bravado.If anyone has any advice on how to make our walks on the lead calmer and less aggressive I would be very gratefull. I must add that in his excitement he has actually bitten a person visiting the house.
