You may want to read this,

It could have implications for all those that breed and show dogs (& cats etc)

with regard to transporting (travelling with) them

ive just had a quick look but as far as i can see under para 2.11 it exempts pet animals accompanied by their owner/handler and dogs going to shows,(non money involved activities)

It's not as simple though....as it does contradict itself.

Also what happens if you've bred that pet animal....then you could be considered a pet breeder and you do come under the legislation etc.

It also states those involved in pet breeding or racing (cats, dogs and pigeons)

are related to ecomonic activity. Those where animals are transported to be sold.

So if you deliver a pup to it's new home which is 40 miles from your home you come under this legislation!

(I know the legislation is trying to stop puppy farmers but it's also going to affect small 'pet' breeders the same)

It's concerning reading!

Especially as most shows I go to are over 40 miles.....

On occasion I do car share but there are always more dogs to humans ratio...

I have bred once in the 16 years of showing dogs so far...so depending on views could be considered a pet breeder (even though that litter is 5 years old now).
 
There's been similar issues regarding dog track racing and newly introduced DEFRA legislation earlier this year and concerns about how this would impact whippet racing. The reason DEFRA introduce these legislations is because they tend to feel that when there is financial gain with dogs, their well being and care can be comprimised. If this statement is correct then IMO individuals who breed for showing /racing etc are doing so for personal gain to their chosen hobby rather than financial gain (for example whippet racing was investigated by the Burns report and felt to be a non-profit making hobby)

I think the reason DEFRA don't make definitive comments as to what constitutes a 'pet breeder' is so they have a means of penalysing unlicensed puppy farmers, but obviously the best way to find out would be to approach them directly.

However I did found some new EU regulation about commercial transoortation of livestock, which introduces some very reasonable rules about animal welfare, but that has nothing to do with dogs traveling in cars. :) animal trasportation
