Government departments have already received copies of the long-range forecast so they can plan for a prolonged cold spell.
A Met Office spokesperson told the Daily Express: "The winter will be colder than average with the average temperatures through the winter season that we have not seen for nigh on 10 years.
"At this stage we have no feel for how cold it could get, but the sensible approach for individuals is to prepare themselves, their car and their home for a colder than normal winter."
A national severe weather warning covering the next few days has been issued by the Met Office.
Large parts of the country are expected get some snowfall from Thursday with northern Scotland set to face the first of the wintry conditions.
It will sweep down across the rest of Scotland by mid-afternoon and should reach Northern Ireland and the north of England later in the day.
Southern partsof England will also be affected overnight on Thursday through Friday but it is not clear whether snow or rain will be the main problem.
The weekend is expected to remain bitterly cold.
