I do Teddy myself. He isn't a show dog and has a relatively easy coat for a cocker. I clipped the longer hair shorter on his belly and legs the other day as with it being winter it just gets disgusting and he is constantly in mud, bushes, bogs etc.
I have a cocker spaniel and I really wouldn't recommend one for your mother in law's situation. Or a cockerpoo (or variant of.) My cocker spaniel needs at the very minimum an hours brisk walk a day and he's only 10 months old. This is off lead to so he probably covers about 7 miles.

I am anti-docking with medical exemptions. With regards to the uppy tail, my ex's sister had a bichon and it constantly had it's bum hole on show. Ted is very leggy and rangy, almost like a mini-setter. He would look odd without a tail.
