The family should contact the breeder, as they should be having it back & not be rehoming it themselves....any good breeder sells their pups with this proviso.
As Bertha & others have said find yourself a good breeder where you can see a litter of pups with it's mum & select from that.
Try looking on The Whippet Archives, there is alot of registered dogs on there from all around the world. There is a booklet that is produced by KC which contains all the pups registered, this is quarterly produced.

Sorry thought it was your dog, I so wish there was a ruling of a minimum age of 18 months before the pups were registered. I would prefer an older minimum but that is my preferance. :thumbsup:
Yes 13 months is deffinately to young, most recomend 2 years minimum which I would whole heartedly agree with.
Your 13 month is still very much a baby herself so waiting another year will give her a chance to mature both physically & mentally. :thumbsup:
If your bitch is 17.5 in & 13kg then I would say she is overweight. Are you sure she is only 17.5in or as heavy as 13kg? A bitch of that size ought to be 10 -10.5kg.

If you can get a pic on here of your dog, it would be easier to say if it might be underweight/overweight/just right.
The 3 back bones not necessarily need to be on view but defined, and rib cage bones can be felt on smoothing the side of the dog...this is difficult to put into words correctly...
