May I please ask where you got the dogs from ? If they came from a rescue centre it may be an idea to contact the centre and explain your situation I'm sure they would only be too happy to help you with some training advice. You may be able to take the dogs back there for an assessment with...

The amount of exercise would depend on the age and health of the Jack Russell. Would normally suggest 5 minutes of walking per month of age to start with, ie 3 months old = 15 minutes of walking, 2 - 3 times a day.
