The answer is yes they do. Although there will be a new bylaw written down somewhere you cannot be prosecuted if there isnt a sign in place so if stopped and fined you might have a case in court in your favour :thumbsup:
 
I hate to say it but here in North America this is already a by-law in most cities and towns and has been for a long time. When it comes to dog owners against non-animal people or non-animal parents, the dog people always lose. Every day I feel like I am treated like a second class citizen because I own dogs. It is a sad trend and needs to stop, but I just don't see how it will. People expect too much from animals these days and it seems that a dog owner has no right to be anywhere.

Just the other day I was in the park with my dogs (on leash) and a parent of a toddler let his child just run up and grab them! And what's worse, he didn't think there was a problem with that!!!! When I told him what a foolish thing that was to teach his child he began to yell at me saying that I shouldn't have my dogs out in public if they are dangerous. Can you believe that?! Both my dogs are extreamly well trained and have their Canine Good Neighbour award from the Canadian Kennel Club, but any dog could react poorly to a stange child running up to then and grabbing them. This is the kind of child who is going to get mauled some day by a dog not as nice as mine! And it won't be the dogs fault either! Some people are just stupid. I think that most children should be leashed!

Here they made a law that dogs are not allowed off the leash anywhere except in designated areas. That way unless there is a sign saying you can let your dog run free you cannot. Lot cheaper for them :( , especial the municipalities that do not bother to provide any dog parks :rant:
