I think I'd have to fill it full to have enough water to support her, she's quite big for a sheltie.
Shelties are notorious for outgrowing their breed-standard for height at the withers & body size overall, but U only need sufficient water to come half-way up the depth of her ribcage - an inch or a few inches above her elbows, depending on her size.
At that point, U can lift her body using the leash as a sling, & she provides the forward impulsion with her rear legs & swims with her fore - she doesn't need to "float", as dogs don't, anyway. Just enuf water to support her as YOU support her wt - does that make sense?
