it's as Kaz has said they wear the collars so the judge can tell them apart, heres a pic of the 2 Calenna girls (Calenna Joy & Caleena Pride) you emagine trying to tell them apart when they are 100yds away accross a firld.
their colours are actualy much closer that the picture shows so it would be realy difficult to tell them apart while running if they didnt have the coloured collars on. (a bit like race jackets in racing)
