I would say that training classes and socialisation should help immensely.
As quite a few others have said, don't feel that yours is the only dog doing this. Frankie has recently started barking at other dogs when he's on the lead, particulary when my two bitches are present too. Off the lead he's perfect and gets on well with others.
I had a situation this week when another dog was aggressive towards Chloe. Frankie got very angry about it! He's 10 months old so im putting it down to hormones and also trying to look after 'his girls'.
He's well socialised, going to ringcraft most weeks and regular shows. We don't have a problem there, so i think it probably is a dominance thing over the girls.
