The difference is this is a complimentary photo of someone doing something commendable (ignoring the road safety issues :wacko: ) i.e. jogging and keeping fit and walking the dog at the same time. If it was a photo rediculing the woman then I agree, it would all have been in poor taste and rather dubious.
Photographers are quite often out and about with their cameras, taking pictorial shots (usually a bit more openly than Keith was on this particular occasion...is this where the problem lies??), catching people about their daily lives without them posing and looking unnatural. It's what makes a shot interesting. Obviously one has to be a bit more aware these days and not photograph other people's kids.
As long as they don't do anything to humiliate these subjects or make them look foolish then where's the problem? She's not recognisable in any way.
I was at Morecambe Bay the other day and took some quick shots of people I didn't know on the walk I was doing. I certainly didn't bother asking their permission....the shot would have been lost. It was topical, and I posted these pictures to K9. The picture Keith took was topical, he spotted an opportunity and went for it....that's what photography is all about.
