Years ago, a neighbour's Irish Setter, which always roamed free, used to run down the road at speed and leap at my 75yr old grandmother, bowling her over. (It also head-butted me and split my lip open.) After it had happened several times, my father asked the owner to keep her dog under control. Unfortunately she was a voluble and spiteful woman, and the incident sparked off years of aggravation. :( Her daughter was still letting their current pack of whippet x, collie and scottie roam the roads freely until they moved a couple of years ago.

Probably doesn't work in every circumstance unfortunately. :(
