Maybe they were scared of dog thieves and didn't want to let you know where they lived. You do hear of people turning up to see puppies and then they later get stolen.
Doesn't explain the not registering them though :unsure:

A friend had two pug puppies for sale, she had an enquiry and the chap wanted to come and see the pups on Sunday. He arrived and Sharon took him into the kitchen through her back door, he was very chatty, asking loads of questions and telling her about his Aunt that used to breed blue Chows.
After
he
had been there awhile he ask to use the bathroom, Sharon went through into her hall way to make sure her other dogs were shut in the lounge. In that few seconds the guy grabbed a puppy, ran out of the house to his car that was parked in a side road next to Sharon's. There was someone waiting for him in the car, and they took off at great speed. Sharon and her husband tried to stop them, her husband hanging on to the door of the car, but he fell off as they gained speed.
Sharon is devastated by this terrible event, and wants everyone to be
warned to be on their guard.
The guy apparently is quite smart looking, wearing a suit and tie, in his mid twenties about 5 foot 10.
It has of course been reported to the police, but I doubt that they will be able to do much
