Sawdust stuck in puppies fur!

Hi!
I recently got a cockapoo puppy! He’s such a lovely little boy. However, the breeder had the puppies on saw dust and I know a quick google search tells you not to put puppies on sawdust. Due to this he has it stuck in his fur. It’s really clogged down there deep. I’ve gave him a quick, simple bath but that didn’t seem to budge anything. We’ve been brushing him often and bits come out but because his fur is quite thick there’s still a lot of it stuck at the root. I wondered if anyone had any recommendations to get it off? I can’t imagine it’s comfortable for him so I want to get it sorted asap. I’ve attached a photo and this was a part that I split the hair and was combing through from the root but it’s like this all over him, especially around his back end and this was just after a bath.

Are you 100% sure it is actually sawdust? Could it be scales of skin, similar to cradle cap in human babies?

Well I just took the breeders word for it to be honest. But I did originally think it looks like “cradle cap”. I didn’t know this could happen to puppies.
Would coconut oil be ok to use on his fur to see if that helps budge it?
