shocked at what I witnessed on dog walk

    OK- because people may find themselves in this position can I be clear?

    "It is legal to record someone without their permission if it is in the public interest to do so. For example, if you are recording to gather evidence of criminal or corrupt behaviour, the crime you document is more serious than the civil offence you are potentially committing by recording."

    You would be gathering evidence here of what a reasonable person might believe to be mistreatment of an animal in this case. And yes some filming is illegal: inside a nuclear power station or the changing room at Next, for instance. Joking aside I think it's a huge personal safety issue though. Be sure you are in a safe place with people around you and/ a companion or have a safe refuge before filming a potentially hostile person. Animal abusers tend to be human abusers too.
