Our rescue dog of three weeks is stubborn on walks. She will trot along quite nicely next to you but then refuse to go in the direction you wish. For example, from time to time, if we reach a junction she'll refuse to go right if I want her to. She'll sit down and you have to carry her a few yards before she'll recommence. This will also happen when passing a cafe. If I try to pull her away she won't budge. This can happen five or six times on a 30 minute walk. Any advice would be greatly appreciated.

She is small to average, weight 12kilos.
 
First, it's only been three weeks so you are still learning each other's languages. And, I don't think dogs are stubborn as such - if she isn't doing what you want, it's more likely that she either doesn't understand, or has a reason for not wanting to go the way you want (perhaps she is apprehensive about something she sees, hears or smells down there, or perhaps something more interesting is in the direction she wants to go).

What I'd do personally, at this stage I'd let her go the direction she wants, where possible. That lets her know you are listening to her and respecting her concerns, you won't over-face her with something she isn't ready for; and that in turn will build her trust in you and build your bond. Those things, at this stage in your relationship, are more important than turning left instead of right at a corner.
 
I think you have to remember as well that she has come from Romania, everything here is new to her, sights, smells, even the language! 3 weeks is no time at all, have patience and allow her time to build her confidence by showing her you're listening, as joanne says above.

If she came from a foster environment, usually there are other dogs there too, so suddenly being separated will also need to be taken into account.
