Whining on stairs

hi, my 9 month old labradoodle has started to sit on the stairs and whine. If I’m behind him he’ll go up but if I’m in front or already up he’ll just sit on the 2nd step and whine. I’m not sure if he doesn’t like the firat few steps because they go around the corner or if he’s doing this for attention only. He use to be fine going up them. He’s always been wary of any new steps on walks too but fine once he’s checked them out? And yes i know to some this is a blessing but i live in a three story house so would at least like him on the 2nd floor with us. He won’t even go up to get a treat from the steps above. Is this just a phase i ignore?
 
I think I'd start off by getting him checked over by a vet just in case there's anything causing him discomfort.
 
He doesn’t whine at other times. Its only when we’re upstairs and he’s not.
 
Because some breeds are known to have hip trouble I'd get him checked out. Also at such a young age maybe restrict stair climbing? Certainly I've know people with lab puppies be told no stairs till they reach a mature age- if that practical!
