The folk next door have acquired a dog, having not had one the whole time they've lived there. Far be it for me to criticise, I've got five, but she's 70+ and he's older and has Alzheimers and this is a 13 mth pup so I do wonder if they've thought ahead  In fact they already seem to be struggling after a few days ... pup now lives in the conservatory with an assortment of squeaky toys for company and the door to the garden open 24/7.
I would be mortified if my dogs were disturbing my neighbours but my boys don't spend that much time in the garden, instead they are exercised repeatedly during the day in the field over the way, or further afield. They are certainly never in the garden squeaking toys and barking ... at 5.00 am ... every morning
