I know it would probably fail in the midst of endless bureaucracy but there are so many teenagers around my area who encourage their "status symbol" bull terriers to be vicious and nasty. Which results in moral panics and mindless parliamentry actions banning breeds.
This is the first thing that OH said, but I honestly have no idea where the RSPCA stand on this. Surely the state of the rottie could only be construed as "cruel" and "mistreatment" but I wonder if they have any juristiction in this area. Does anyone know?
