As for Starlings -

I would expect most large towns / cities would have starlings whirling in the evening as they move to somewhere safe to roost.

Don't know of any specific places though - sorry :- (

alkaline...........once saw bill oddie filming starlings going to roost,it was a spectacular sight on tv couldnt imagine what it would be in real life.
