Part of the problem (not that it excuses what happened to Jack for one second) is that 'handing into rescue' is almost impossible, certainly in some areas and for some breeds. I suspect we are going to see a big increase in dogs being dumped or neglected/abused because they aren't wanted and nobody cares about them.
The RSPCA have stopped taking hand-ins from the public altogether, Dogs Trust in this area have something like a six-month waiting list, as have many other rescues. The small rescue I work with has a waiting list of around 50 dogs - some of them in very desperate situations - to come into our care, most will wait several months for a place. Choosing which we can take is heartbreaking - each time we offer a place I know there's a good chance another on the list will be put to sleep because we can't take them quickly enough.
There are just too many dogs for too few homes, and I don't know what the answer is*
(*Well, I do know what at least part of the answer is - ban large-scale puppy farms and stop importing thousands of puppies from Irish puppy farms each year, but there seems no political will to do anything about it - in fact I believe puppy farmers in some areas are receiving government subsidies for 'diversification' )
