I'm sure you are right - it DOES stop a dog from barking. I doubt the dog is any less stressed - it just can't express that stress as a dog was intended to do...... but so long as the neighbours are happy...

Personally I'd be inclined to tackle the stress problem to dissuade the dog from feeling the need to bark
