your best bet is to go to the kennel club and reseach what an accredited breeder is and should be. New guildlines comming out will make it alot harder for people to join too.

Yes teething can do this sometimes its because ears are too high set. You could always stick it down with copydex this will train the ear to come back down and wont hurt the puppy either. Also massaging the ear will help too.
