A dog must have access to water and shelter as well as being regularly fed. You could possibly report them to the rspca if they are not fulfilling these needs.
You could also complain to the council about the barking being a problem. Point out to them that you have tried to discuss this with...
My advice would be to take her to the vet to rule out any physical cause for this before working on the behaviour. Pain, discomfort or a phantom can cause otherwise happy pets to become aggresive.

The first thing for them to do is to pop along to the vets incase there is a physical cause for this. The dog can then get treated for any medical problems or refered on to a good behaviourist.
I've heard lots of good reports from owners about Jim Greenwood.
Tom Londsdale has two books out that are good. "Raw Meaty Bones" and "Work Wonders". They are more focused on the prey model diet rather than barf. Just a different way of raw feeding (and the one I personally prefer).

I remember working on a private horse yard where the owners were talking of eventually using their muck heap as a form of heating for their house. Makes good sense if the muck heap is already there. Anyone that has worked on farms or with horses will know how much heat comes off that thing...
